  • Overview

  • National Health Insurance Scheme is a body corporate established under Act 35 of 1999, the Federal Government of Nigeria to ensure access to health care by all Nigerians at an affordable cost.

  • NHIS is to provide social health insurance in Nigeria where health care services of contributors are paid from the common pool of funds contributed by the participants of the Scheme. It is a pre-payment plan where participants pay a fixed regular amount.

  • The objectives of the scheme include:

    1. a. To protect families from the financial hardship of huge medical bills.
    2. b. To limit the rise in the cost of health care services.
    3. c. To ensure equitable distribution of health care costs among different income groups.
    4. d. To maintain high standards of health care delivery services within the Scheme.
    5. e. To ensure efficiency in health care services.
    6. f. To improve and harness private sector participation in the provision of health care services.
    7. g. To ensure adequate distribution of health facilities within the Federation.
    8. h. To ensure equitable patronage of all levels of health care.
    9. i. To ensure the availability of funds to the health sector for improved services.

  • The Scheme shall be responsible for - (a) registering health maintenance organisations and health care providers under the scheme.

  • Requirements Of The Act

  • There is hereby established a scheme to be known as the National Health Insurance Scheme (in this Decree referred to as "the Scheme") for the purpose of providing health insurance which shall entitle insured persons and their dependants the benefit of prescribed good quality and cost effective health services as set out in this Decree.

  • General Requirements

  • An employer who has a minimum of ten employees may, together with every person in his employment, pay contributions under the Scheme, at such rate and in such manner as may be determined, from time to time, by the Council.

  • An employer under the Scheme shall cause to be deducted from an employee's wages the negotiated amount of any contribution payable by the employee and shall not, by reason of the employer's liability for any contribution (or penalty thereon) made under this Decree, reduce, whether directly or indirectly, the remuneration or allowances of the employee in respect of whom the contribution is payable under this Decree.

  • Benefits Of Compliance

  • Compliance is mandatory for all organisations organizations who intend to bid for Government contracts or solicit for businesses from any Federal Government Ministry, and Agency (MDAs).

  • Rate Of Contributions

  • 10% of your basic salary will be paid by the employer, while employee will contribute 5% monthly. Beneficiaries do not need cash to access treatment when required except the 10% co-payment for the cost of drugs. Thus, problem of converting assets to cash especially in catastrophic illness can be avoided. Furthermore, the benefit package is among the most comprehensive in the world.

  • Procedure

  • NHIS is to provide social health insurance in Nigeria where health care services of contributors are paid from the common pool of funds contributed by the participants of the Scheme. The amount/funds are pooled, allowing the Health Maintenance Organisations (HMOs) to pay for those needing medical attention.

  • Processing Time

  • Not more than two weeks form the time of application.
